Without any further information, all I can tell you is to first check and possibly replace the power supply on this tv. If you could give the make and model of the tv along with what color the standby light is and if it is blinking, and anything else that you believe would be helpful, then I can better narrow down the problem. Alright, yeah these tvs have known to have a power supply issue which is exactly what you probably have with the symptom of the blue light for this tv. You could also just need a firmware upgrade which should be described in the user manual which requires connecting the tv to a computer through the USB port and getting the latest firmware from the manufacturer's website.
Otherwise if the firmware upgrade doesn't work or you just don't want to try it, then the solution is to either replace the whole power supply board which is over $100 or to replace the capacitors that are bad on it which will be quite cheap and can be bought from Radio shack or www.digikey.com and then need to be soldered on which anyone with electronics expertise should be able to do and it should cost under $10 for the capacitors. Capacitors that are bad will be swelling at their tops, a picture of the faulty capacitors and their locations for these units can be seen at the following link
