Sounds like the combination/multifunction switch is bad. Luckily you have probably the easiest one to replace. If you have the manual, pull the fuse for now. Otherwise, open the hood and locate the fuse relay center on the driver's side by the battery. The wiper relay should be marked, or it's location listed on the cover. I'll post this and then come back and finish.
Unhook the negative side terminal on battery to be safe.
There are 4 screws on the underside of the column. Remove them and and lower the plastic piece. It may resist a little because the sides have plastic clips for alignment. Tilt the column all the way down. Lift the top plastic piece This will reveal the two screws that hold the multifunction switch in place (turn signal arm). Remove them and lift the switch out of place. Unplug it. Reverse the procedure to install the new switch. Takes about 15 minutes.
