Won't dispense cleaning solution
Linkage from handle works well and operates plunger. tank has fluid and is not plugged (dispenses when I manually push into spring-loaded valve. Still am not getting fluid to the scrubber head; not sure when the supply tube delivers the fluid to and the Hoover online manual was no help whatsoever.

I had this same problem. There is a solution posted elsewhere on this website. Search for Hoover Floormate H3000.
The following solution is the one I tried: Remove the fluid dispensing tank and put a small dab of hot glue on the tip of the blue/greyish "plunger" piece that is located in the middle of the black rubber circle. Let the hot glue dry (this forms an extension to the plunger piece...) and replace the fluid tank.
I did this and my machine is working properly again! Whoever posted this solution was very helpful!
I took a pen cap from a Bic pen and cut the cap down to just a little taller than the plunger piece (located around the rubber circle). It fits over that plunger piece and inside that rubber circle. It seems to stay there when I had to remove the solution tank to refill it but if the cap comes off while removing the solution tank, then possibly hot glue the cap onto that plunger piece. The solution now flows out of the tank and onto the floor nicely when the trigger is pulled to dispense the solution onto the floor.
