Hello, The friction disc is the thing to look at. Tip the snow blower onto the front. remove the angled cover to inspect the disc. It is easy to remove and inexpensive to replace. This could need replaceing once a year, or might last for over 10 years, it is dependant on your use. The only other reason you might have for not moving is the wheels are not pinned or the drive belt is off or broken.
