Wont scan.the only channel's it will get is 11,21,41,61. when you hold the button down to talk it make's a squealing sound.it acts like it is locked.when you put it on the [set] switch it makes the noise all the time till you turn it then it stops

Do you have a "lockout" feature in the radio?
Maybe try resetting the scanner and start over from the beginning. Usually by resetting, will disable any extra features (such as the lockout)
