I did the initial 2 cups of ground wheat, then throw away flour. I then tried grinding more wheat and it won't start.

Possibly a piece of rock or other debris stuck in rotating portion....if it "hums" when powered on, you will need to invert it and shake it - or carefully tap it on a dishtowel to dislodge the stuck debris.
