These transceivers are getting old, and there are a number of common problems that are beginning to pop up. Your symptom description is pretty vague. I'd need more details to diagnose your particular problem, and not knowing how experienced you are with the rig, I'm not sure if you've checked the obvious, like making sure the switches (both front and rear panel) are set right. When you say "refuses to turn on", do you mean no lights, no display, etc, or do you mean just no audio out of the speaker? It almost sounds like you have it in transmit mode, perhaps the front panel MOX switch is pushed in. Vcc is the final amplifier voltage. Make sure the 3 small pushbuttons on the rear left panel are all in the OUT position. There's a white one as well, it's the memory battery disconnect. It should be in. Switching it will reset the CPU to factory default. Check out the Yahoo group. There's a files section with tons of troubleshooting info.
