Fix or unclog oiler on 16in. poulan chainsaw the end that goes into the resevuior comes out, the other end is a bloch with slats. Does that end pop out? in order to clean it? I believe it is clogged with saw dust. Just don't want to break it

I have a 305 poulan pro it will start and run some times but mostly will start and run for a few seconds and then quit.If i pull the choke on full and half way going back and forth i can keep it running I have changed the fuel filter and both fuel line with no better results.when it wants to it will run fine
